Where Our Journey Began

Every business has a starting point. For Essex Housing Solutions, that journey began over a year ago with a vision: to connect suitable properties with organisations supporting some of the most vulnerable people in our communities.

Before expanding our accommodation model to serve contracting agencies and the wider construction workforce, our focus was on specialist housing solutions, particularly supported living accommodation and children’s residential homes.

It was an area of property that required more than simply identifying available houses. It demanded an understanding of people’s needs, the responsibilities of care providers and the importance of creating environments where individuals could feel safe, supported and comfortable.

Today, while contractor accommodation represents the majority of our business model, approximately 10% of our focus remains dedicated to supported living and children’s residential accommodation.

It is a smaller part of our wider operation, but one that remains particularly meaningful to us.

A Home Is More Than Four Walls

For many individuals living with mental health challenges, learning disabilities or other support needs, having access to appropriate accommodation can make a significant difference to everyday life.

A suitable home can provide stability, privacy, independence and an environment in which professional support can be delivered effectively.

Similarly, children and young people who require residential care need more than somewhere to stay. They need safe, welcoming environments that support their wellbeing, development and individual circumstances.

At Essex Housing Solutions, our role is to help bridge the gap between property owners and specialist organisations seeking suitable accommodation.

We recognise that the property itself is only one part of the solution. The quality of care, safeguarding and ongoing support must come from appropriately qualified and regulated providers.

Our responsibility is to focus on the property and accommodation requirements that help make those services possible.

Working With Landlords to Create Purpose-Led Properties

One of the most important elements of our specialist accommodation model is our relationship with landlords.

Across Essex and the South East, there are residential properties that may have the potential to accommodate supported living services or children’s residential care, subject to suitability, planning and regulatory requirements.

Through our property partnerships, we aim to identify suitable opportunities and assess how properties might be adapted for specialist use.

This can involve:

– Identifying properties with appropriate layouts, locations and accessibility.
– Assessing potential refurbishment or adaptation requirements.
– Liaising with specialist care and supported living providers.
– Exploring suitable leasing arrangements with landlords.
– Coordinating property improvements where appropriate.
– Supporting the property-related stages of bringing accommodation into use.

For landlords, this can create an alternative to conventional residential letting, with the possibility of longer-term leasing arrangements where commercially appropriate.

For care providers, it can help address the challenge of finding properties suited to the individuals they support.

And for EHS, it creates an opportunity to use our property expertise in a sector where the quality and suitability of accommodation matter enormously.

Understanding C3(b) and C2 Accommodation

Specialist accommodation requires careful consideration of how a property will be used.

Two planning classifications that can be relevant to our work are C3(b) and C2

C3(b) โ€” Supported Living and Small Group Households

Certain supported living arrangements may fall within Use Class C3(b), generally involving up to six residents living together as a single household and receiving care.

These arrangements can be relevant for individuals with disabilities, mental health needs or other support requirements, depending on the circumstances.

The appropriate planning classification must always be assessed for the particular property and proposed use.

C2 โ€” Residential Care and Children’s Homes

Use Class C2 covers residential institutions, including certain residential care settings and children’s homes.

Properties intended for children’s residential care may require C2 planning use, depending on the proposed operating model and relevant planning considerations.

Importantly, planning permission or an appropriate use classification does not itself authorise a children’s home to operate. Separate registration and regulatory requirements, including Ofsted registration where applicable, must also be satisfied.

At Essex Housing Solutions, we recognise the importance of working alongside suitable professional advisers and specialist operators when assessing these opportunities.

Specialist accommodation is fundamentally different from standard residential property management.

Our aim is to support the property side of the process while specialist providers remain responsible for their regulated care services, staffing, safeguarding and the wellbeing of residents.

As Essex Housing Solutions has developed, our business has expanded into contractor accommodation, working with landlords and agencies to support the housing needs of workers across Essex and the South East.

This now forms the central part of our operating model.

Nevertheless, our beginnings in specialist accommodation continue to influence the way we approach property opportunities.

We believe property should be considered not only in terms of its commercial potential, but also in terms of the purpose it can serve.

A well-located residential property may become accommodation for a construction workforce.

Another, with the right adaptations and provider arrangements, may become a home for someone requiring additional support.

Different requirements. Different operating models. But a common principle: connecting suitable properties with genuine accommodation needs.

Looking Ahead

Our ambition is to continue developing Essex Housing Solutions as a property and accommodation business serving multiple sectors.

Within our specialist accommodation activities, we intend to continue exploring opportunities involving supported living, mental health accommodation, disability-related housing and children’s residential homes.

We will do so with an emphasis on property suitability, responsible partnerships and the requirements of the organisations delivering care.

Because although this sector represents a relatively small proportion of our business, its importance cannot be measured by percentage alone.

A suitable property can become more than an address. With the right provider, planning and support, it can become a place of stability, independence and belonging.

And that is a vision worth continuing.
